MOSCOW, September 16. /ITAR-TASS/. Russia’s lower house State Duma has officially opened its autumn session on Tuesday.

The lower house will focus on a budget for the next financial year, ratification of the Eurasian Economic Union treaty, boosting of economic growth and import substitution.

“To understand all responsibility of future work it is enough to recall about forthcoming ratification of the epoch-making Eurasian Economic Union treaty, debates on the law outlining industrial policy non-parliamentary parties were invited to participate and certainly talks on a draft law on federal budget,” he said.

“We will have to resolve several tasks at once” in working on socio-economic legislative acts,” the lower house’s speaker said. “First, we should secure complete fulfilment of state social commitments. Secondly, to preserve macroeconomic stability. Thirdly, stir up economic growth and import substitution among the top priorities for further development,” the lower house speaker noted.

Jointly with the government lawmakers “should forecast and weigh up professionally all nuances and risks of the current situation” and “to give a clear signal to business that all investments will be protected reliably in Russia and that our doctrine is the freedom of business and openness to fair co-operation with foreign partners, both those standing the test of time and new ones, meanwhile, not only Western partners,” the lawmaker said.

The lower house speaker also noted that it was important to make budget expenditures more efficient. “This means that the system of parliamentary control over budget process should be developed. We will continue compulsorily this work during autumn session,” he pledged.
