MOSCOW, September 04. /ITAR-TASS/. The PACE agreed to hold a session of the Presidential Committee in Moscow, Russian State Duma (lower house) Speaker Sergei Naryshkin said on Thursday.

He called on the PACE to continue the dialogue at the Presidential Committee session in Paris and proposed to gather in Moscow.

"The colleagues agreed with my proposal. Now we're determining the date," Naryshkin said.

Naryshkin took part in the Assembly’s Presidential Committee in Paris in the beginning of the week. The session focused on the situation in Ukraine and Russia’s powers in the PACE. “We had different views on certain issues. But we consider the meeting useful,” he said.

In April, following Crimea’s accession to Russia, the Parliamentary Assembly of the Council of Europe passed a resolution that silenced the Russian delegation and expelled its representatives from PACE governing bodies until the end of 2014.

Earlier this week, Naryshkin said, “I’m satisfied with the dialogue even in the strange conditions when the Russian delegation was deprived of its powers in the PACE - primarily the voting right.”

“The PACE decision is wrong and mistakable. It runs counter to the principles of parliamentary democracy because the voting right means the participation in decision-making. It is based on a deputy’s mandate,” he said, adding “We discussed this topic and the return of powers to the Russian delegation.”

“We expressed surprise at the PACE’s reticent position on the bloody crisis in Ukraine,” he said.

“In our view, the PACE does not use its instruments and its authority to call on the Ukrainian authorities to cease fire,” Naryshkin said.
