MOSCOW, August 26. /ITAR-TASS/. Securing the transparency of the Ukrainian parliamentary election would be problematic amidst the continuing civil war, a member of the Federation Council upper house of Russia's parliament said on Tuesday.

“We in Russia think that an election requires certain conditions in order to be fair and transparent,” said Andrei Klimov, deputy chairman of the committee on international affairs under the Federation Council upper house of the Russian parliament.

“You can hardly discuss it when a civil war is underway in the country,” Klimov said. “Ukraine has been in political turbulence for two decades.”

The politician said the numerous elections in Ukraine held before had done little to help the situation.
“You should not expect that the (upcoming) Verkhovnaya Rada (parliamentary) poll will turn life into paradise,” he said.

Earlier on Tuesday, deputies at the lower house of the Russian parliament called Ukrainian leader Petro Poroshenko's decision to dissolve the parliament and hold early elections ‘an opportunistic decision’ and ‘political adventurism’.

Leonid Slutsky, Chairman of the Committee for Affairs of the Commonwealth of Independent States (CIS) said “President Poroshenko needs a puppet Rada of his own”.

Kiev's incumbent Rada failed to suit him since it had many deputies of the previous assembly, opposing the new authorities' fascist course, Slutsky said.

“The junta regime continues its formation while having its own sanguine way. The recent military parade in Kiev has shown it to us,” he added, referring to Ukraine's Independence Day celebrations on Sunday.

“Poroshenko's decision is political adventurism, indicating that supervisors of the Ukrainian president who made this decision for him do not understand the situation,” added United Russia's Vyacheslav Nikonov.

Ukrainian President Petro Poroshenko on Monday announced his decision to "terminate the powers of the 7th Verkhovnaya Rada," setting an election date of October 26.
