MOSCOW, August 15. /ITAR-TASS/. Deputies of the Russian State Duma do not see reasons to ban adoption of Russian children to countries, which have introduced sanctions against Russia, and stress violation of children’s rights could be reasons for banning adoption, like it happened with the US, MP Olga Batalina said on Friday.

On Friday morning, the Izvestia daily said the Liberal-Democratic Party of Russia (LDPR) was preparing initiatives to ban adoption of Russian orphans to the countries, which had introduced political and economic sanctions against Russian citizens and companies. The initiators claimed it is dangerous to allow taking children to the countries, which may impede control by Russian authorities, the newspaper wrote.

“While offering limitations for adoption, we should proceed solely from the interests of children,” Olga Batalina, deputy head of the commission for affairs of family, women and children (United Russia Party), said. Reasons for banning adoption could be “violations of children’s rights, lack of guarantees for their security, development, education, or lack of control by authorised services, or imperfect legislation.”

“Those are the factors which affect directly lives and health of children adopted [to other countries],” she said. Those were the factors the deputies considered as they introduced the ban on adoption to the US, where violations were systematic, the deputy said.

“In other cases, I believe introduction of limitations of the kind is not reasonable, thus there are no sufficient grounds for the initiative from LDPR.”

“We are also concerned about protection of children’s rights in territories of foster families, but we believe it should be done by means of bilateral agreements or by agreements with the countries adopting our children,” she said. “Documents of the kind specify clearly responsibilities of the country, to where a child is adopted, and offers to Russia a wide set of rights to control and discuss all procedures involved.”

The deputy said Russia signed an agreement on adoption with Spain, and the State Duma may ratify it during the autumn session. Work on agreements with other countries continues, she added.
