MOSCOW, July 23./ITAR-TASS/.Russia’s communications ministry has suggested introducing compulsory quotas for locally produced software in budgets of state-owned companies and the state budget and banning the purchase of some foreign software for national security’s sake, business daily Kommersant reported Wednesday.

“It will force state-owned companies to change their technological policy in favor of domestic producers without breaking interior processes,” Yevgeny Kovnir, head of the ministry’s IT development department, said, adding the quotas should increase each year.

Among security measures, the ministry is suggesting the Federal Security Service and the Federal Service for Technical and Export Control, which are in charge of certification, consider restricting the purchase of some foreign products. The certified software is proposed to be entered into a register, which will comprise both domestic and foreign products.

“In the future, the share of locally produced software will rise (in the register),” Kovnir said.

Locally produced software is software belonging to a company which is at least 50% Russian-owned, according to the ministry.
