MOSCOW, July 09. /ITAR-TASS/. Russia’s Federation Council upper house of parliament has approved a law on the country’s return to permanent winter time this coming October. Daylight-saving time, or summertime all-year round, looks to have had its day.

Clocks will go back one hour across the vast land from 2 a.m. on October 26, consigning to history the hands of time in a system currently set as summer 12 months long.

Upper house parliamentary lawmakers voted near-unanimous for colleague Anton Belyakov's initiative on Wednesday.

Moscow Standard Time will be used as a benchmark to compute zone times, adding three hours to UTC, initials of the 24-hour Coordinated Universal Time system used to fix civil time in many places around the world, according to Belyakov's bill.

Russian territory will have 11 time zones, each drawn to represent the boundaries of the federation's constituent regions. They will be named and indexed consistent with UTC and its aligned GMT.
