Committees ask Federation Council to cancel resolution on use of troops in Ukraine

Federation Council members will debate this issue at a plenary meeting later on Wednesday

MOSCOW, June 25. /ITAR-TASS/. Russia’s Federation Council specific committees on constitutional legislation, international affairs, defense and security unanimously recommended to Russian senators to cancel a resolution granting a right to President Vladimir Putin to use troops in Ukraine, a source participating in a meeting which is being held behind closed doors told ITAR-TASS.

Federation Council members will debate this issue at a plenary meeting later on Wednesday.

The issue to cancel the parliamentary resolution was put on the agenda of a Federation Council plenary meeting at 12.30pm Moscow time on Wednesday. Head of the Federation Council Сommittee for Defense and Security Viktor Ozerov, first deputy chairman of the parliamentary Committee for International Affairs Vladimir Dzhabarov and head of the parliamentary Committee for Constitutional Legislation are named as rapporteurs on the issue.

 

Putin asks Federation Council to cancel resolution

On Tuesday, President Vladimir Putin proposed to the Federation Council to cancel the March 1 resolution over possible use of Russian military forces in Ukraine. This decision was taken over the start of trhree-party talks on settlement of the situation in east Ukraine, presidential spokesman Dmitry Peskov told ITAR-TASS. The presidential letter was sent to the Federation Council shortly before Putin’s departure for Austria’s capital, Vienna, on Tuesday.

“The Constitution does not envisage an especially fixed and standard procedure (for this cancellation), but elimination of conditions that caused the presidential address to the Federation Council is the main sense of possible cancellation of the decision,” deputy chairman of the Federation Council Committee for Constitutional Legislation Konstantin Dobrynin told IITAR-TASS earlier.

The Federation Council resolution of March 1, 2014 granted a right to the president “to use Russian military forces in Ukraine to improve public and political situation in that country."
