“Ukraine urgently needs a constitutional reform, but it is not there yet,” Andrei Kelin said

VIENNA, March 28. /ITAR-TASS/. Presidential election in Ukraine scheduled for May 25 breaches the agreement President Viktor Yanukovych and opposition forces signed on February 21, Russia’s permanent representative at the OSCE Andrei Kelin said on Friday.

“Now we believe this election to be illegitimate, since it does not correspond with what is stipulated in the agreement,” said Kelin. “Ukraine urgently needs a constitutional reform, but it is not there yet.”

For a legitimate president, which means a president who would be supported by everybody, Ukraine needed changes and needed to account for the opinion of Ukraine’s Eastern regions in making and implementation of decisions, which was not happening now, the diplomat added.

The Ukrainian central election committee has registered five candidates for the post of president. The term of registration expires April 4.
