MOSCOW, January 9. /ITAR-TASS/. Russian Prime Minister Dmitry Medvedev has instructed the Federal Migration Service (FMS) to draw up guidelines to introduce a 3- to 10-year entry ban for foreigners who have violated the rules of residence in Russia by June 30.

Under the order that followed the president's instruction voiced in his annual address to the Russian parliament last month and is available from Thursday on the government’s website, the term of temporary ban will depend on the duration of illegal stay in Russia. The migration watchdog is also to consider stricter control over immigration.

Medvedev has also instructed the FMS, as well as labor and finance ministries to secure introduction of a patent employment system so that individual entrepreneurs and legal entities could employ foreigners entering Russia without visas. According to the order, such patents will be restricted to one region that will have the authority to change the fixed payment.
