MOSCOW, December 03. /ITAR-TASS/. The directorate for the counteraction to corruption, which was formed in the Russian Presidential Staff, will make proposals on the candidates for public posts, on which the president appoints officials. This function of the new structure was included in the regulations of the directorate that were posted at the Kremlin official website.

“The drafting of the proposals to the Russian president on candidates for Russian public posts and the posts of the federal state service. The president appoints on these posts and relieves officials from these posts or it is done on the nomination from the president. The candidates should observe the bans and restrictions, the fulfillment of their duties set to counteract corruption,” the document reads.

The Kremlin anti-corruption directorate also has the function to participate in the training, advance training courses and additional professional education of public servants.

One of the main tasks of the directorate is that the president fulfills the powers to pursue the state policy in counteraction to corruption, the control over the enforcement of the federal constitutional laws, federal laws (over presidential powers), decrees, resolutions, instructions of the president in the struggle against corruption, the drafting of proposals to the president to combat corruption in the state authorities and the settlement of the conflict of interests.

The regulations also noted that the directorate will assist the president to ensure the well-coordinated work of the authorities on anti-corruption issues, provide for the activity of the Presidential Council for Counteraction to Corruption, the committee to meet the requirements to the service conduct of public servants in the presidential staff and the settlement of the conflict of interests.

Meanwhile, the directorate will ensure the cooperation between the president, the chief of presidential staff and presidential plenipotentiary representatives in federal districts.

The main functions of the anti-corruption directorate are involvement in the drafting of the bills submitted by the president, decrees, resolutions and instructions. The new subdivision will participate in the preparation of the material for annual presidential state-of-the-nation addresses to the Federal Assembly and his program speeches and will study the practice to enforce the anti-corruption legislation.

Meanwhile, the directorate will be involved in the cooperation between the president, the chief of the presidential staff and authorities of other countries, international and foreign organizations over counteraction to corruption.

The directorate also has the function to take measures to expose and eliminate causes for the conflict of interests to arise in the state service in the presidential staff. Meanwhile, the directorate will supervise so that officials of the Kremlin staff according to their duties notified the leadership and the law enforcement agencies about all cases of tempting them to commit corruption-related crimes. The directorate is also instructed to give consultative and methodological assistance to officials of the presidential staff over the issues related with the counteraction to corruption and to notify about the facts of committing corruption offences or the producing of unreliable information about incomes, expenses and property.

The directorate bears the responsibility for checking the authenticity and fullness of the information about incomes, expenses, property, proprietary liabilities according to the standard procedure. This structure will be in charge of checking this information to post it on the official website of the presidential staff and to provide it to all-Russia media outlets to publish it upon their requests.

According to the decree, which President Vladimir Putin signed, the Russian Presidential Directorate for Counteraction to Corruption was formed “to provide for the activity of the Russian president to fulfil the state policy in counteraction to corruption.”

The new directorate will be the 21st one in the Kremlin presidential staff. Oleg Plokhoy was appointed to head the directorate. He has earlier worked in the Kremlin directorate of state service and personnel, on the basis of which the new structure was established. Meanwhile, the directorate was formed without additional staff and funds.
