CHELYABINSK, November 11, 10:22 /ITAR-TASS/. The investigative bodies have launched an inquiry prior to the investigation over the death of three residents of the Ural city of Chelyabinsk under the debris of a private house, which collapsed on November 8, senior aide to the head of the Chelyabinsk regional investigation department of the Russian Investigative Committee Vladimir Shishkov said on Monday.
The detectives found that a 40-year-old man, his 37-year-old woman and his 59-year-old mother were building a house in Lugovaya Street in Kurchatovsky district in the city of Chelyabinsk, where intermediate ceilings fell down over a large amount of building materials, which are stored on the second floor. All three people died of wounds.
The Ministry of Emergency Situations reported that one injured person was recovered from under the debris by the rescuers and was taken to the city clinical hospital number 3.
“The scope of investigative actions is being taken to find all details of the accident. A procedural decision will be taken upon results of the inquiry,” the regional investigation department said.
It was reported on Saturday that the Chelyabinsk regional government had formed a committee to look into the tragic accident and develop preventive measures. The regional authorities did not rule out that they will propose to introduce amendments in the federal legislation. They noted that now according to the Urban Construction Code only a permit for construction is needed to get to build a private house, neither documentation nor an expertise are needed.
