MOSCOW, July 9 (Itar-Tass) - Lawmaker Mikhail Starshinov, member of the central headquarters of All Russia People's Front /ONF/ placed an inquiry with the Investigative Committee /SK/, the Prosecutor General's Office /PGO/, the Interior Ministry and the Federal Security Service /FSB/ in connection with the situation in the town of Pugachyov, Saratov Region.

Last weekend, a number of unsanctioned rallied were staged in the town following the murder of a local resident. The suspected murderer was detained shortly thereafter, and a court sanctioned his arrest for two months.

Starshinov asked SK director Alexander Bastrykin to take the probe under personal supervision given the public stir around the murder. The parliamentarian added that he was hoping for quick and unbiased investigation into the Pugachyov events and punishment of all the culprits.

"I'm asking the directors of three other agencies to give a legal assessment of actions or inaction by the local government bodies and law-enforcers, who have not taken the measures to prevent the conflict," the lawmaker said.

At the same time, Starshinov asked the law-enforcers to report on the measures taken after other resounding incidents, which occurred in Kondopoga, the Kirov and Rostov regions, as well as in other Russian provinces.

Earlier, the politician called for working out a mechanism of public control over the ethnic situation in the regions in connection with the Pugachyov events. If the authorities do not act in the face of troubles and allow a conflict to escalate, the society should offer its own mechanism to resolve the problem, he said.

Meanwhile, the regional government said the situation in Pugachyov where local residents have staged rallies for two days, has been calm since Tuesday morning.

"There aren’t' any rallies or marches in the streets; life is pacing routinely, people are going to work and about their business," the press service of the regional government told Itar-Tass.

Deputy governor Denis Fadeyev has been in town for two days already. He is maintaining close contact with Pugachyov's public, the directors of law-enforcement agencies and representatives of ethnic communities. Some reports said head of Chechnya's office in t he Volga Federal District Said-Akhmed Elesov is staying in town too. He has been making efforts towards normalizing the situation.

Police are in control of the situation. They are explaining to residents that they could be held responsible for disruption of public order.

On Sunday, governor Valery Radayev met with Pugachyov residents. In the course of the two-hour meeting, he assured the locals that the investigation into the murder of former paratrooper Ruslan Marzhanov, 20, by a Chechen adolescent, which caused riots in town, would be public and fair.
