Prior to the vote, the UN Security Council rejected Russia’s amendment, calling for a humanitarian ceasefire

UNITED NATIONS, November 16. /TASS/. Some members of the UN Security Council do not have the heart to support a proposal about humanitarian ceasefire in the Gaza Strip, Russia’s First Deputy Permanent Representative to the UN Dmitry Polyansky said.

"We abstained and let this text pass, though it’s an extremely weak one and much below the expectations of the international community. We tried to save it all least partially and introduced amendment <…> on humanitarian truce leading to a cessation of hostilities," the Russian diplomat wrote on the X social network (formerly known as Twitter). "Unfortunately not all of our SC colleagues had guts to support it."

A total of 12 countries in the 15-member council voted in favor of the document, aimed at helping children in the Israeli-Palestinian conflict zone. The United States, the United Kingdom and Russia abstained.
