Putin says Russia’s legal framework changes too quickly

In Putin’s opinion, "this creates a lot of threats in the process of law enforcement"

MOSCOW, December 6. /TASS/. Russia’s legal framework is changing too quickly, which sometimes creates problems, President Vladimir Putin said on Tuesday.

"No doubt, life and the country’s development require adjustment and fine-tuning of the legal system and legislation but it has to be admitted at the same time that our legal framework is changing very quickly, perhaps, too quickly and sometimes non-systemically," the Russian leader said at the 9th national congress of judges.

In Putin’s opinion, "this creates a lot of threats in the process of law enforcement." 

Judges’ forums like this "give a huge impetus to the forward movement towards a new and more qualitative level of justice administration," the Russian leader said.

Putin called the judges’ congress "a significant event not only for the entire

but also for the law enforcement system, for the whole of the country."

The Russian president said he was sure that the current congress would be held in a constructive manner, with a profound and substantive analysis of the tasks the Russian judges’ system was facing.

"There are a lot of unsolved issues but over the past four years [since the previous congress] measures have been implemented to produce a serious positive effect on the organization of the judicial system proper and the practice of the examination of cases," Putin said.

He named among such decisions the decision to unite higher courts, the approval of a new code on administrative court proceedings and the adoption of a law on arbitration proceedings.

‘There are changes actually in all the spheres of law and each such novation serves as a guideline for a court when examining specific cases," the Russian leader said.
