Russian diplomat slams Kiev’s unwillingness to complete work on Minsk accord
According to a diplomat, the work is underway but everything depends on the Ukrainian authorities
MOSCOW, November 17. /TASS/. Kiev has been giving no positive signs to complete drawing up a road map on the Minsk agreements implementation, Russia’s Deputy Foreign Minister Grigory Karasin told reporters when asked if a road map would be ready by late November as planned.
"The work is underway but everything depends on the Ukrainian authorities," he said. "They have been sending no positive signals."
The Minsk agreements are crucial for settling the conflict in Donbass, they stipulate introducing a ceasefire, withdrawing troops, declaring amnesty, restoring economic relations, providing special status to the Donetsk and Lugansk regions as well as conducting constitutional reform in Ukraine aimed at decentralization of power.
However, these agreements have not been implemented yet. Ukraine has refused to fulfill the political provisions of the agreements saying that security issues need to be solved first. Kiev has neither carried out constitutional reform, nor put into effect the law on the special status of Donbass. Moreover, a law on Donbass elections has not been adopted yet. Instead, the Ukrainian authorities insist that the control of the Donbass-Russian border should be handed over to Kiev, even though the Minsk accords stipulate that it can only happen after elections.
