Russia approves plan for Paris climate agreement ratification — minister
The Russian PM has signed the resolution
ST. PETERSBURG, November 7./TASS/. A government resolution has been signed and a plan for implementation of a set of measures to ratify the Paris agreement on climate change has been approved, Russian Minister for Natural Resources and Ecology, Sergey Donskoy, told Tass on Monday.
"Russia has approved today a plan for ratification of the Paris agreement. A resolution to enact a plan for the implementation of a set of measures to update government control over greenhouse gas emissions and prepare for ratification of the Paris agreement has been signed by Prime Minister Dmitry Medvedev," Donskoy said.
Under the document, circulated in TASS, the Russian Ministry for Economic Development, the Ministry for Natural Resources and Ecology, the Federal Service for Hydrometeorology and Environmental Monitoring, the Ministry of Energy and "concerned federal executive agencies" by December will have prepared a preliminary report assessing macro-economic consequences of ratifying the Paris Agreement. It will take into account the forecast of Russia’s social-economic development, legislation, as well as approved documents of strategic planning.
A report assessing social and economic consequences from the ratification of the Paris Agreement will be drawn up by December 2017, and a final report for the president on the expediency of ratifying the Paris Agreement is due in the first quarter of 2019.
A strategy to accomplish "the objective to restrict greenhouse emissions by 2030," set in a presidential decree, is expected by March 2020.
The 22nd UN Climate Change Conference (COP 22) opened in Marrakech, Morocco, on November 7 and will run until November 18.
