According to Russia's UN envoy the problem is that Kiev refuses to speak with Donetsk and Lugansk directly

"They must pass a law on Donbass’ special status, a law on amnesty and organize elections," he said in an interview with the Rossiya-24 television channel. "Very complicated work is underway on how to organize elections. The problem is that Kiev refuses to speak with Donetsk and Lugansk directly."

"It is a very difficult matter which needs to be thought over," he noted. "I hope when this matter is clarified they will come to common understanding about how to conduct elections. What kind of peacekeeping mission are  they talking about? It is an inappropriate and purely propagandistic speculation."
