Russia’s OSCE envoy accuses Kiev of diverting attention from Minsk Accords non-compliance
Alexander Lukashevich reminded that in accordance with the Minsk Agreements, constitutional reform in Ukraine should be coordinated with the self-proclaimed Donetsk and Luhansk republics
MOSCOW, January 26. /TASS/. Ukrainian authorities are trying to divert attention of the international community from their non-compliance with the Minsk Agreements, Russia’s Ambassador to the Organization for Security and Cooperation in Europe (OSCE) Alexander Lukashevich told Rossiya 24 TV channel in an interview broadcast on Tuesday.
"Kiev is trying to divert attention of the international community from those commitments that remain unfulfilled from the point of view of implementing the Minsk Package of measures," Lukashevich said.
He reminded that in accordance with the Minsk Agreements, constitutional reform in Ukraine should be coordinated with the self-proclaimed Donetsk and Luhansk republics (DPR and LPR) "as well as legislature on (local) election, decentralization, (Donbass) special status."
The Minsk accords were signed on 12 February 2015, after negotiations in the so-called "Normandy format" in the Belarusian capital Minsk, bringing together Russian President Vladimir Putin, French President Francois Hollande, German Chancellor Angela Merkel and Ukrainian President Petro Poroshenko.
The Minsk accords envisage ceasefire, weaponry withdrawal, prisoner exchange, local election in Donbas, constitutional reform in Ukraine on decentralization and establishing "special status of certain parts of Donetsk and Luhansk regions" and establishing working sub-groups on security, political, economy and humanitarian components of the Minsk accords.
