Dmitry Peskov stressed that Moscow had not received any proposals from European countries regarding security guarantees for all parties to the Ukraine conflict

MOSCOW, November 6. /TASS/. US President Donald Trump’s remarks about a "big agreement" on Ukraine and Europe, the outcomes of meetings held in the United States, and proposals for security guarantees for all parties to the Ukraine conflict featured prominently at Friday’s briefing by Russian Presidential Press Secretary Dmitry Peskov.

TASS has compiled the key statements by the Kremlin spokesman.

On meetings in the United States

The Kremlin regards the meeting between the Russian delegation, US First Lady Melania Trump, and the Ukrainian delegation in Washington as a positive development: "Of course, we view the meeting positively."

The US first lady and her team put considerable effort into carrying out a humanitarian operation in Alyoshki in the Kherson Region: "Melania Trump and her team made considerable efforts to carry out the humanitarian operation in Alyoshki. They worked together with the ombudspersons of the two countries [Russia and Ukraine - TASS]. On our side, Yana Lantratova did a great deal of work, as Melania Trump acknowledged."

Russian Special Presidential Envoy for Investment and Economic Cooperation with Foreign Countries and Russian Direct Investment Fund CEO Kirill Dmitriev has yet to return from the United States and has not had an opportunity to brief Putin on the outcome of his meeting with Trump: "No, he has not returned yet. So, we do not have any information about the details at this point."

Combining political and humanitarian contacts with the United States is a sound approach, as the two forms of engagement complement each other: "They complement each other perfectly. This is a very good practice."

On Trump’s statement

The Kremlin declined to comment on Trump’s remarks saying that "there’s going to be a big agreement" that would not only bring the conflict in Ukraine to an end but also concern all of Europe: "There are no details."

On security guarantees and dialogue with Europe

Russia has not received any proposals from European countries regarding security guarantees for all parties to the Ukraine conflict: "As for any proposals from the Europeans, none have reached us, and we are not aware of any."

Dialogue with European countries will be necessary when discussions turn to ensuring the security of Russia and Ukraine and the future of the European security system: "Since discussions will eventually address Europe’s future security system and mutual security guarantees for Russia and Ukraine, reaching an agreement will, of course, require dialogue with European countries at some stage. Therefore, dialogue with the Europeans will be necessary."

European countries have not yet settled on who can speak to Russia on their behalf: "As we can see, they [the Europeans] have not even been able to decide who can speak [with Russia] on their behalf. So, on their side, we are seeing prolonged indecision and a lack of readiness."

On Armenia’s participation in the CSTO

Armenia is de facto not taking part in the work of the Collective Security Treaty Organization (CSTO) at present: "You know that Yerevan de facto does not participate in the CSTO work at present. You heard the official statement from Yerevan regarding the feasibility of participation in the CSTO."

"Certain measures are indeed outlined in the organization’s founding documents, but what happens next will depend on the nature of the discussions held within the organization.".
