State infrastructure loans are earmarked, low-interest loans from the state budget that the federal center provides to Russia’s regions for the implementation of large-scale development projects

MOSCOW, November 5. /TASS/. State infrastructure loans were introduced from the very beginning to support the regions of Russia and create conditions for attracting investment in the construction of utility networks and roads, President Vladimir Putin said.

"Let me remind you that we made the decision to support the regions of the Russian Federation in order to create the conditions for financing the construction of utility networks, roads, and infrastructure for industrial sites and resorts. I know that this work is underway," he said at a meeting with government members.

State infrastructure loans are earmarked, low-interest loans from the state budget that the federal center (the government or the Federal Treasury) provides to Russia’s regions for the implementation of large-scale development projects. Regions use these funds to create or modernize essential infrastructure, which in turn stimulates economic growth and housing construction. A region can obtain such a loan by participating in a competitive selection process for projects.
