Russian Foreign Ministry warns foreigners, diplomats against staying in Ukraine

MOSCOW, October 3. /TASS/. The Russian Foreign Ministry has again warned foreign nationals, including diplomatic missions’ personnel, against staying in or traveling to Ukraine, according to its statement.

The ministry reiterated that the Russian Armed Forces continue to carry out systematic and consistent strikes on military facilities in Kiev and other Ukrainian cities in response to terrorist actions by the Ukrainian army against Russia’s civilian population and infrastructure.

"The Russian Foreign Ministry once again warns foreign nationals, including diplomatic missions' personnel, against staying in Ukraine or traveling to the country. Full responsibility for any possible adverse consequences lies with those who ignore this warning," the statement emphasized.

The ministry recalled that Russia had called in advance on foreign nationals and diplomats in Kiev to leave the city and refrain from traveling to Ukraine, and urged residents of the country to stay away from military and administrative infrastructure facilities.

"This warning was contained in the Russian Foreign Ministry’s statement of May 25, 2026, in notes verbales sent to foreign partners, and was also conveyed by Russian Deputy Foreign Minister Mikhail Galuzin at a briefing for the diplomatic corps on May 27, 2026," the statement said.

"Authorities in a number of countries -- including the US, Britain, EU nations, Norway, and Switzerland - have repeatedly advised their citizens against traveling to Ukraine; the most recent instance was in August," the Foreign Ministry also recalled. "We observe that not everyone has heeded these warnings, and individuals are knowingly exposing themselves to mortal danger. Many embassies continue to operate in Kiev, and foreign officials are traveling to Ukraine for visits," the statement added.

"The Russian Armed Forces will continue to launch massive retaliatory strikes," the ministry concluded.
