MOSCOW, September 29. /TASS/. Western countries are using Ukraine as a springboard to test uncontrolled distribution of drugs among the people, said Russia’s Deputy Foreign Minister Dmitry Lyubinsky.

"Ukraine, which, in essence, does not have a sovereign anti·drug policy, is being used by the West (like many other countries) as a springboard to test dubious practices involving the uncontrolled distribution of drugs among the population," the deputy minister told the All·Russian scientific and practical conference "Improving the Accessibility and Quality of Medical Care Using Narcotic and Psychotropic Medications."

The diplomat recalled that medical cannabis had been allowed in Ukraine since August 2024.

"Currently, the issue of legalizing its use for recreational purposes is being actively discussed. Moreover, the George Soros Open Society Foundation, (recognized as an undesirable organization in Russia - TASS) known for its harmful liberal initiatives in the post-Soviet space is promoting in Ukraine an experimental treatment for post·traumatic and other mental disorders among civilians and military personnel using dangerous psychotropic substances (ketamine, psilocybin, MDMA (ecstasy), LSD)," Lyubinsky stated.
