MOSCOW, November 5. /TASS/. Russian President Vladimir Putin has endorsed a temporary procedure for granting Russian citizenship to foreign participants in the special military operations, according to a presidential decree posted on the official portal of legal information.

The same decree also endorses a temporary procedure for issuing residence permits to this category of foreigners and persons without citizenship.
