Putin calls use of illegal procedures against Rosneft by German authorities unacceptable

ASTANA, November 28. /TASS/. The use of illegal procedures against the Rosneft oil company by German authorities in connection with the situation with the oil refinery in Schwedt is unacceptable, Russian President Vladimir Putin said responding to questions from reporters.
Putin noted that Russia and Kazakhstan have repeatedly discussed the possibility of selling Rosneft's stake in the Schwedt refinery so that Kazakhstan could supply oil there for refining. "Everything is possible," the President said.
"The only thing that seems unacceptable to us is the use of illegal procedures against the Russian company Rosneft by the government of the federal republic [of Germany], which simply looks like nationalization and seizure of our property, removal from management, and so on. But this is also a matter of negotiations, and Rosneft is ready for these negotiations both with German regulators and with their partners, as well as with any others, including Kazakhstan," he said.
On September 16, 2022, the German government transferred Rosneft Deutschland and RN Refining & Marketing GmbH to the management of the Federal Network Agency of Germany. It gained control over stakes in three oil refineries: PCK in Schwedt, Miro in Karlsruhe and Bayernoil in Vogburg. On the same day, Rosneft announced that this decision meant a complete loss of assets and that it intended to defend its interests in court. The company believed that the transfer to external management "has no legal basis" since all obligations were fulfilled regardless of the influence of the political situation. The plant in Schwedt supplies oil products to most of eastern Germany, including Berlin Airport.
