Federation Council approves bill on Russia’s federal budget for 2025-2027

MOSCOW, November 27. /TASS/. The Federation Council has passed the bill on Russia’s federal budget for 2025 and the planning period of 2026-2027. The decision was taken at a meeting of the upper house of the Russian parliament unanimously, with 160 senators having given their votes for approving the draft legislation.

According to the document, federal budget revenues are forecast to be 40.296 trillion rubles ($372 bln) in 2025, 41.84 trillion rubles ($386 bln) in 2026, and 43.154 trillion rubles ($399 bln) in 2027. Expenditures are expected at 41.469 trillion rubles ($383 bln) in 2025, 44.022 trillion rubles ($407 bln) in 2026, and 45.915 trillion rubles ($424 bln) in 2027. Deficit of federal budget is going to total 1.173 trillion rubles ($10 bln) in 2025, 2.181 trillion rubles ($20 bln) in 2026, and 2.761 trillion rubles ($25 bln) in 2027.

Russia’s GDP is projected at 214.575 trillion rubles ($1.98 trillion) in 2025 (up by 2.5%), 230.568 trillion rubles ($2.12 trillion) in 2026 (up by 2.6%), and at 248.313 trillion rubles ($2.29 trillion) in 2027 (up by 2.8%).

The ceiling of the state foreign debt will be $61.1 bln (55.5 bln euro) as of January 1, 2026, $59.2 bln (53.4 bln euro) as of January 1, 2027, and $56.5 bln (50.9 bln euro) as of January 1, 2028.

Inflation is expected at 4.5% in 2025, and at 4% in 2026 and 2027.

The National Wealth Fund (projected as of the beginning of the year) will total 11.055 trillion rubles (5.2% of GDP) in 2025, 12.883 trillion rubles (5.6% of GDP) in 2026, and 14.927 trillion rubles (6% of GDP) in 2027.
