"We call on all responsible government and relevant international structures to strongly condemn this atrocious terror attack and publicly distant themselves from the Kiev regime and its Western sponsors who are responsible for such crimes," it said, adding that the silence of "civilized democracies" would be interpreted as "abetting their bloody crimes.".
