MOSCOW, December 21. /TASS/. Russia’s terms for negotiating with Ukraine have been the same since the beginning, and they will not change, Russian Federation Council Speaker Valentina Matviyenko said.

"Today, Russia formulated the conditions on which it is ready for talks. These conditions have been voiced since the onset of the special military operation and, until they are met, we cannot act otherwise," she said at a news conference on the results of the fall session of parliament.

According to her, Russia must achieve the goals set in the special military operation so that Ukraine ceases to be used as an anti-Russian vehicle and a threat to Russia’s security and sovereignty. "And we won’t back down from these requirements," Matviyenko said.

She stressed that the conflict in Ukraine would not have happened if not for the West which created the criminal Kiev regime and ‘flooded Ukraine with an enormous number of weapons, <...> mercenaries" instead of "accepting Russia’s reasonable, calm proposals on strategic security sent in 2021."
