ST. PETERSBURG, July 23. /TASS/. Russian President Vladimir Putin said that the Ukrainian counteroffensive has failed.

"There is no [Ukrainian] counteroffensive," Belarusian President Alexander Lukashenko said during talks with the Russian president.

Putin clarified: "There is one, but it failed.".
