"The Ukrainian regime’s overseas patrons do not let this dossier move forward," he said.

He recalled the situation after Russian-Ukrainian talks in Istanbul "when certain basic agreements were reached." "Washington and London told the Kiev guys: ‘No, no more peace talks, no peace. We have paid you tens of billions, we have invested in you and will continue to give you money and weapons and your task is simple - to continue fighting," he said.
