Russian parliament urges world community to strengthen BTWC
The Russian legislators are certain that in order to ensure equal and indivisible security, including biosecurity, "joint efforts by all responsible countries are of the essence"
MOSCOW, November 2. /TASS/. Russia’s Federation Council on Wednesday adopted a draft appeal by Russia’s Federal Assembly to the parliaments of countries around the world to urge the international community to take measures to strengthen the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons (BTWC) and on their Destruction. The message has already been adopted by the State Duma.
"We are addressing the legislators of countries around the world with a call for drawing the closest attention of national legislative bodies, international parliamentary bodies and organizations to the need for joint efforts by the world community to urgently take measures to strengthen the BTWC. The legislators need to work together to create an appropriate climate for the work of their countries’ governments in order to strengthen the BTWC," the message reads.
It also calls on legislators to pool efforts with Russia and join the Russia-led investigation of illegal US military biological activities in Ukraine "in order to not only thoroughly examine the situation, but also to take steps on all relevant tracks and at all levels in order to ward off the threats and risks of undermining the BTWC such activity is fraught with."
The appeal says that both houses of the Federal Assembly express "extreme concern over the soaring risks for the biological safety of the population of all countries of the world without an exception." The authors of the message draw attention to the fact that the BTWC needs to be consistently strengthened.
"The number of gray areas in its implementation is growing. This problem’s particular urgency became apparent in the light of the exposed US military biological activities in violation of the BTWC in Ukraine. There are reasons to believe that such illegal activities are carried out by the American side at other biological laboratories around the world," the message says.

"Both houses of Russia’s Federal Assembly are fully prepared for constructive discussions and meaningful interaction on this agenda and for the implementation of the attached proposals for strengthening the BTWC," the message states.
