According to the source, the proposed statement isn’t supposed to go up for a vote

UNITED NATIONS, August 26. /TASS/. The Non-Proliferation Treaty Review Conference could end without a concluding statement that requires an agreement of all participants, as not a single delegation is content with the proposed statement, a UN source told reporters on Friday.

"The organizers are hoping the document will be adopted. However, none of the delegations is satisfied with its text," he said. "If someone opposes it, there will be no document. The document can only be consensus-based."

According to the source, the proposed statement isn’t supposed to go up for a vote.

Russian Deputy Permanent Representative to the United Nations Office and Other International Organizations in Geneva Andrey Belousov, who is deputy head of the Russian delegation at the conference, said earlier that the issue of disarmament is the most controversial. The main contradictions, the diplomat said, are related to the completely opposite approaches of nuclear states and non-nuclear parties to the NPT to nuclear disarmament, the issue of reducing nuclear risks, which has been poorly developed so far. Belousov also said Western countries at the conference focused on the situation around Ukraine.
