Putin urges citizens to actively apply constitutional provisions

Putin expressed hope that the popular science commentary would contribute to the "fundamental understanding" of the updated Constitution and help to make its norms and principles as clear and useful as possible

MOSCOW, July 15. / TASS /. Citizens, authorities and civil society institutions should be well acquainted, understand and actively apply the provisions of Russia’s Constitution so that it can work effectively, President Vladimir Putin stated on Thursday in a telegram to the readers of a new popular science commentary on the country’s key law.

"Nowadays, the Constitution mostly allows to solve people’s urgent problems, therefore it is crucial not only to be aware of the constitutional norms but also know and understand their content and meaning well. After all, it is obvious that the law will really work effectively only when citizens, both public authorities and civil society institutions start actively applying and fulfilling constitutional imperatives," the Russian leader believes.

Putin expressed hope that the popular science commentary would contribute to the "fundamental understanding" of the updated Constitution and help to make its norms and principles as clear and useful as possible.

The Russian president noted that the Constitution, updated last year, defined "the fundamental principles of our state", namely, historical continuity, moral foundations of society, reliable social and legal guarantees of citizens' rights, the balance between all branches of power along with maintaining a strong presidential republic.

"It [the Constitution] allows at current levels to provide conditions for Russia’s sustainable development as a democratic, sovereign and social state, in which human rights and freedoms, as well as dignity and well-being, are the highest values. Furthermore, new prospects have opened up for the growth of the state institutions’ authority, enhancing the role of civil society in making the essential government decisions," Putin concluded.
