MOSCOW, June 30. /TASS/. Russian authorities settled all questions regarding the operation of the Telegram messenger in the country, President Vladimir Putin said during the Direct Line Wednesday.
"We have reached an agreement with Telegram, you can see that everything is working as normal," Putin said.
On June 18, 2020, the Russian telecommunications watchdog unblocked Telegram in Russia in consultation with the Prosecutor General’s Office. The blocking of the messenger began in 2018, after the messenger refused to hand over decryption keys to the Russian counter-intelligence service. The messenger remained available to its users throughout this period, albeit with certain restrictions.
