US rushes vote on OPCW’s extra powers breaching established procedure, says Russian envoy

HAGUE, November 20. /TASS/. The US delegation to the 23rd Conference of the States Parties to the Chemical Weapons Convention, in violation of balloting procedures, has insisted on accelerating a vote for a Russian-Chinese proposal to set up an international team of experts that would review the decisions of the Technical Secretariat on creating an attributive mechanism in the Organization for the Prohibition of Chemical Weapons (OPCW), Russia’s Permanent Representative to the OPCW, Alexander Shulgin, told reporters on Tuesday.

According to him, the vote is being held before the 24 hours expires [since the initiative was submitted for consideration], "which is, in violation of procedures." "It was done at the insistence of the US delegation. We will focus on this," the envoy stressed. "The atmosphere is very unsound."

He added that "these are tactical moves." "It is crucial for them to sort out the attribution budget issue quickly, pushing aside the Russian-Chinese project, which could hamper those plans, and making sure that this project will never be studied," Shulgin elaborated.

The diplomat further promised that Russia "won’t support" the OPCW budget backed by Western countries, adding that many other states will follow suit. "We will strive to get maximum results. We’ll do our best," he vowed.
