MOSCOW, August 4. /TASS/. Russian President Vladimir Putin has congratulated his US counterpart, Barack Obama, on his 54th birthday, Kremlin spokesman Dmitry Peskov said on Tuesday.

"A telephone conversation is not on schedule but a telegram has been sent," Peskov told reporters.
