UNITED NATIONS, October 11 (Itar-Tass) - The UN Security Council has decided to authorize the proposals by UN Secretary General Ban Ki-moon on elimination of the Syrian chemical weapons stockpile in a letter, not in a resolution, Azerbaijan's Ambassador to the UN Agshin Mekhdiyev, the current council president, said on Thursday.
