MOSCOW, April 9. /TASS/. Moscow and Kiev use a channel in Minsk to exchange diplomatic notes, as well as legal and consular documents, says Alexey Polischuk, head of the Russian Foreign Ministry’s 2nd CIS department.
"This communication channel is purely technical. It is being used for note correspondence and for handover of documents - mainly, legal and consular ones," he told TASS, answering a question on how the channel in Minsk is being used and whether Moscow receives any signals from Ukraine via this channel.
Previously, the Russian Foreign Ministry announced that the investigation of the Crocus City Hall attack discovered a Ukrainian trace in the attack. In this regard, the Russian Foreign Ministry handed over demands to the Ukrainian authorities under the International Convention for the Suppression of Terrorist Bombings and the International Convention on International Convention for the Suppression of the Financing of Terrorism for an immediate arrest and extradition of all involved individuals. The demands include the arrest of the head of the Security Service of Ukraine (SBU) Vasily Malyuk.
Foreign Ministry Spokeswoman Maria Zakharova later specified that the Russian note on combating terrorism, handed over to Ukraine, contains no demands regarding the Crocus City Hall attack. A note regarding this attack will be sent separately once the investigators complete their work.
