Putin cririsizes goal-setting, budget planning as debt rises
Vladimir Putin said the Russian Accounts Chamber should once again analyze the state programs and see whether they meet the strategic goals
MOSCOW, January 28. / TASS /. Increased debt is a result of ineffective goal-setting and ineffective budget planning, said Russian President Vladimir Putin said on Wednesday at Russia's Accounts Chamber.
"It's a lot, a lot of money, enormous resources. The ministries and departments are constantly approached with request and demands for additional funding, and the debt keeps growing. Why? It is because the goals and tasks that were set in place are not being fulfilled," President Putin said.
State programs, strategic goals to be reconsidered
Vladimir Putin said the Russian Accounts Chamber should once again analyze the state programs and see whether they meet the strategic goals.
"The Accounts Chamber should once again analyze the state programs and see whether their results meet our strategic goals, how clear their priorities are defined, where the reserves are that could be developed," Vladimir Putin said.
The president also called to continue the work aimed at improving the efficiency of budget spending. "We cannot allow waste of money," he said. "Each year Accounts Chamber detects violations of budget discipline, instructions are sent, but we should admit that there are no fundamental changes here," president added.
Russian Accounts Chamber exposes $7,2 bln violations in 2014
Russia’s Accounts Chamber exposed violations in the sphere of the use of state funds in 2014 worth about $7.24 billion, say materials prepared for the agency’s expanded board meeting on Wednesday.
Violations in the sphere of the use of budget allocations have been assessed by the fiscal control body at 394.3 billion roubles (almost $6 billion), violations in the sphere of the use of other funds liable to state audit - at 94.1 billion roubles (more than $1.3 billion).
The highest number of violations (on the audit results) has been exposed in the Federal Forestry Agency Rosleskhoz (more than 18.5% - a fifth of all checked funds related to the agency), in the Federal Water Resources Agency (nearly 18%), the Federal Service for Ecological, Technical and Atomic Supervision - Rostekhnadzor (more than 16%), Energy Ministry (more than 15%) and in the Federal Communications Agency (more than 12%).
Nearly 160 materials were taken in 2014 to the prosecutor’s office and investigation bodies and 24 criminal cases opened on these files.
