Moscow court fines Telegram $37,669 for violating content blocking rules

MOSCOW, December 3. /TASS/. The Tagansky Court of Moscow fined the Telegram messenger 4 mln rubles ($37,669) for violating the procedure for restricting access to information and information resources, the court's press service told TASS.
"By a ruling of the Tagansky District Court of Moscow, Telegram was found guilty of committing an administrative offense under Part 2 of Article 13.41 of the Code of Administrative Offenses of the Russian Federation (failure of a website owner to remove information if the obligation to remove such information is provided for by Russian legislation), and was fined 4 million rubles," the court's press service reported.
In October, the same court fined Telegram 4 million rubles for failing to remove a number of channels calling for separating the Urals from the rest of Russia. The court did not specify what information was being discussed this time.
On October 15, by a ruling of the Tagansky Court, Telegram was found guilty of committing an administrative offense under Part 2 of Article 13.41 of the Code of Administrative Offenses of the Russian Federation. At that time, the court imposed a punishment in the form of an administrative fine of 4 million rubles. The reason for this decision was not announced before the fine was imposed.
In August, Telegram was fined 4 million rubles for a similar offense.
Since February 2021, the Russian media watchdog has regularly drawn up administrative protocols against social networks and messengers that have failed to remove calls to participate in unauthorized events, including those addressed to minors, and also published other information, the dissemination of which is prohibited in Russia.
