Court upholds Bank of Russia’s claim for forced liquidation of Qiwi Bank

The state corporation Deposit Insurance Agency (DIA) has been appointed liquidator

MOSCOW, April 10. /TASS/. The Moscow Arbitration Court satisfied the Bank of Russia's claim for the forced liquidation of Qiwi Bank, whose license was revoked by the regulator in February, according to the court’s file of arbitration cases.

"The claim has been satisfied in full, the institution has been liquidated," the document issued upon consideration of the case says. Other details of the meeting have not yet been announced.

In addition, as the press service of the Deposit Insurance Agency (DIA) reported that "the state corporation Deposit Insurance Agency (DIA) has been appointed liquidator."

"During forced liquidation, a bank under the management of the DIA pays off with creditors in accordance with the register of creditors’ claims. Claims are satisfied in accordance with the priority established by federal law N 127-FZ "On Insolvency (Bankruptcy)." Taking into account the sufficiency of the bank’s property to satisfy the claims of creditors, settlements with them are planned to start after the registry of creditors’ claims is closed - in July 2024," the DIA noted.

Earlier, the Moscow Arbitration Court did not satisfy the request of the temporary administration of Qiwi Bank represented by the DIA to take interim measures in the form of seizure of shares of Qiwi JSC owned by Qiwi plc or Fusion Factor Fintech Limited. As the agencies told TASS, the DIA will challenge the court’s decision.

License revocation

The Bank of Russia revoked the banking license of Qiwi Bank on February 21. In its decision to revoke the license, the regulator cited high-risk transactions aimed at facilitating settlements between individuals and shadow businesses, including the transfer of funds to crypto exchanges, illegal online casinos, bookmakers, etc., as well as looking for new ways to circumvent the restrictions imposed by the regulator. The regulator stated that it had recorded cases of opening "Qiwi wallets" using the personal data of citizens without their knowledge. After the license was revoked, the Bank of Russia appointed the DIA as a temporary administration to the bank.
