WASHINGTON, December 11. /TASS/. The US Department of Treasury published a document on its website on Friday allowing personal non-commercial financial transactions with Afghanistan.

A general license authorizes transactions involving the Taliban radical movement and the Haqqani Network terrorist group (both outlawed in Russia) if such operations "are ordinarily incident and necessary to the transfer of noncommercial, personal remittances to Afghanistan, including through Afghan depository institutions.".
