Business district in Hainan's Sanya inks first land deal for an architectural project

Sanya's Central Business District has for the first time formalized a deal to lease a site for the construction of a facility, the architectural design of which was previously agreed upon taking into account the general development program. According to the "Sanya Daily", all related documents have been drawn up according to a new accelerated procedure.
“We instructed an architecture firm to work out the design in advance, which was then evaluated by experts and the department in charge of urban planning,” said director of the development department of the Office of Sanya's Central Business District. According to her, thanks to such a scheme, which provides for the conclusion of a deal with land for an already finished construction project, the company significantly saves the time it takes to complete the documentation.
The area of said site, transferred for the finished architectural project, reaches about three hectares. It is planned to build a yacht trade and exhibition center on it. The facility is located near the Lingchunhe River, a few hundred meters from the sea.
The value of the land transferred by the government on a long-term lease with the possibility of re-registering ownership after 40 years is 565 million yuan (approximately $ 87 million at current exchange rates). "During the first five years, the tenant must pay 25% of its value for the use of land," said Song Chunli, head of the administrative and legal regulation department of the business district.
As she explained, such rules "create favorable conditions for the formation of an effective sectoral structure of the business district." "This is a guarantee that the yachting industry on its territory will develop successfully. In addition, the leasing company will be able to save costs at the first stage," the official added.
According to official statistics, Sanya's Central Business District, which is included in the list of 11 innovation development zones of Hainan's Free Trade Port, has already commissioned 32 sites with an area of 65 hectares (about 15% of the business district) since 2020. The tenants paid 16.67 billion yuan (about $ 2.57 billion) for the right to use the land. Among the 19 large companies that have established their offices in this part of the island are Datang Electric Corporation, Zijin Investment Holding, and Chinese multinational petrochemical company Hengli Group.
