Putin approves National Strategy for AI until 2030

The presidential executive order is dated October 10

MOSCOW, October 11. /TASS/. Russian President Vladimir Putin approved the National Strategy for the Development of Artificial Intelligence for the period until 2030. The presidential executive order of October 10 was published on Friday on the official website of legal information.

The document is designed to ensure accelerated development of AI, to conduct research in this area, enhance the availability of information and computing resources for users, as well improve training in this area.

The Russian government was instructed to ensure introduction of appropriate changes to the national project "Digital Economy" by December 15, 2019, including the development and approval of the federal project "Artificial Intelligence."

The document defines artificial intelligence, which refers to technological solutions that can simulate the cognitive functions of a person and get results comparable at least to the results of human intellectual activity.

In addition, the document emphasizes that the implementation of the strategy is a prerequisite for Russia's entry into the group of world leaders in the development and implementation of AI technologies and, as a result, the country's technological independence and competitiveness.

Vladimir Putin announced the possible signing of a decree on the national strategy in AI at the St. Petersburg International Economic Forum 2019. He noted that, according to experts, in the coming decades additional global GDP growth due to the introduction of AI would be 1.2% annually. This is twice the impact that the global growth of information technology had on the economy in the beginning of the 21st century. He added that the global market for products using artificial intelligence would grow almost 17-fold by 2024 to roughly $500 bln.

Putin also proposed to establish a partnership of large companies with the state to promote science and technology. Such areas can include artificial intelligence, new materials, genome technologies for medicine, agriculture and industry, as well as portable sources of energy, techniques of its transmission and storage. This partnership should result in output and promotion of breakthrough successful products and services both in the domestic and foreign markets, Putin said.
