MOSCOW, October 4. /TASS/. President of the Philippines Rodrigo Duterte has started to build partner relations with Russia, Filipino Acting Agriculture Minister William Dar told TASS on the sidelines of the Russian-Filipino business forum.

"Our president [Rodrigo Duterte] has already started building partner relaitons with Russia. And we will continue to increase [the level] of partner relations with Russia," Dar said.
