Putin offers to establish ONF as national public organization in spring 2013

The president proposes to create an all-Russian public organization on the basis of the All-Russian People’s Front

NOVO-OGAREVO, October 18 (Itar-Tass) —— Russian President Vladimir Putin finds it inexpedient now to turn the All-Russian People’s Front (ONF) in a party, though he does not rule out such opportunity in the future. The president proposes to create an all-Russian public organization on the basis of the All-Russian People’s Front.

“Some colleagues offer to organize this (the ONF work) as a party,” Putin recalled. “Probably, this is excessive, though in the future it can be possible,” he noted.

The president noted that a transformation of the All-Russian People’s Front in a party “would slightly restrict our framework.”

Putin proposed “in a few months, it is better to do it in spring, to hold a founding congress and create an all-Russian public organization ONF involving different parties, organizations and some Russian citizens.”

Putin explained that “if ONF is a broad coalition, as long as we establish a party, its framework will be restricted immediately.” “But now ONF has an opportunity to attract to its work representatives of various public organizations and parties – United Russia, Patriots of Russia and any others, which share our views on the ways of development in the country.” “This makes ONF more vivid (form of organization), because when it also includes people of common strategic goals, this gives an opportunity to launch the debates on any vitally important issue for the country and this will give an opportunity to find more efficient solutions to the problems, which the country is facing,” he added.

Putin acknowledged that ONF is “also a political instrument of the election (presidential) campaign, but not only so.” “I initially assumed that if we create a broad public coalition, and ONF turned in such coalition, it would be just carelessly, wrong and loss-making to leave it aside from the public processes,” the president said. Putin noted that the created organization has direct links with the labour staffs and people and “it is a very good instrument of feedback with what and how it is being done and what is happening in the country.”

The president also noted that many initiatives of the ONF members were taken into account in his first presidential decrees, therefore the ONF members now should have an opportunity to control what and how the tasks that he set are being fulfilled. Putin noted that ONF should supervise the fulfilment of the tasks that he set, but at the same time response to the changes, which are taking place in the daily life.
