MOSCOW, September 11 (Itar-Tass) — Russia’s State Duma speaker Sergei Naryshkin plans to create a council of non-parliamentary parties that will be one of the forms of dialogue among MPs and representatives of non-parliamentary parties.

Opening the State Duma’s autumn session the speaker recalled that the active process of party building is underway in Russia after certain amendments simplifying parties’ registration were made to the legislation.

Moreover, “the parliament and newly registered parties should establish effective dialogue,” Naryshkin said.

In this respect the speaker emphasized that last spring he expressed readiness to create a platform for interaction with parties that have no seats in the lower house of parliament.

“Now it is high time for doing this, therefore in the near future I will set up a national or coordination council of non-parliamentary parties and will invite their representatives to join this activity,” he said.

“I am confident that the law-making activity will only benefit from this,” Naryshkin said.
