Medvedev to confer with governors about schools' readiness

The implementation of a large-scale project was started last year to modernize regional systems of general education

MOSCOW, August 29 (Itar-Tass) — Prime Minister Dmitry Medvedev will confer with regional governors on Wednesday to discuss the readiness of educational institutions of Russia for the new academic year.

A govenrment press service official said the discussion will be held in the form of a video conference, with the heads of all the constituent entities of the Russian Federation participating.

Direct connections will be made, in particular, with the Altai Territory, Kurgan and Novgorod Regions. Special attention will be devoted to educational institutions of Krasnodar Territory which was hit by floods this summer.

By the beginnign of the 2012-'13 academic year, more than 100,000 educational institutions of various types function in Russia, with 30 million people attending them. By September 1, over 6,000 schools have carried out capital repairs. Premises have been repaired in 28,500 day-time general education institutions. By the start of the new academic year, 549 new educational institutions have been put into operation-- 431 pre-school ones and 63 general education schools.

The implementation of a large-scale project was started last year to modernize regional systems of general education. The federal budget for the 2011-2013 period assigned 120,000 million roubles for the project.

Subsidies and credits are granted from the Federal budget for the regions to prepare for the new academic year. Provision is made, in particular, to allocate 218 million roubles from the Federal budget and 45 million RUR from regional one to the Novgorod Region this year.

About 2,600 million roubles are earmarked in the Federalbudget for the KrasnodarTerritory and 296 million from the local budgets. Thirty educational institutions, including 14 schools and eleven kindergartens are in need of repairs in the region hit by floods on July 6-7 and August 21-22.

A programme is being also implemented in this country to raise salaries for teachers. In particular, school teachers' salary already this year must reach the level of the region's average pay. The salaries of teachers at higher learning establishments and those of science personnel are to accoutn for 200 percent of the region's average pay by 2018.
