State Duma adopts statement on Syria

The State Duma expressed its profound concern over the escalating tensions around Syria and violence inside the country

MOSCOW, February 10 (Itar-Tass) —— The State Duma adopted a statement on Syria on Friday to urge prevention of a recurrence of the Libyan scenario and foreign interference aimed to replace the Syrian administration. The International Affairs Committee drafted the document with the support of all factions.

The State Duma expressed its profound concern over the escalating tensions around Syria and violence inside the country. “The Russian and Chinese delegations voted down a draft resolution on Syria submitted by the Morocco delegation jointly with delegates of some Western and Arab states at the UN Security Council on February 4, 2012, because the draft in its current form fails to meet its key mission, i.e. the end of the inter-Syrian conflict and the restoration of peace in Syria,” the statement runs.

The house called on the UN Security Council not to side with either party to the Syrian conflict. “The imbalanced approach outlined in the latest draft resolution would have undermined a chance for an equal and constructive dialog,” the statement said.

A similar situation in Libya proved that no provision of UN documents must be interpreted as a ground or a reason to use force by a state or an inter-state group without direct consent of the UN Security Council, and its resolutions must not contain appeals for a change of political regime or leaders, the statement said.

In the opinion of deputies, the scenarios suggested by certain Western and Arab states set other tasks to the UN and the international community. “These scenarios anticipate results of the political process in Syria, give ultimatums to one side only and present a change of the political regime as the necessary precondition of the settlement of Syrian problems,” the statement said.

“UN Security Council member states, which put the blame for the deepening of the internal Syrian conflict on Russia and China due to their refusal to support the imbalanced draft resolution on Syria, deliberately mislead the world about their own motives and intentions, the same as it happened in the case of Libya,” the statement said.

The State Duma appealed to the Syrian conflict parties to stop using force, to realize their responsibility for the future of the Syrian people and to start the elaboration of mutually acceptable solutions on the basis of a constructive dialog.

The deputies said that the stand of the Russian delegation to the UN fully complied with the Russian course towards the settlement of Syrian problems through a productive internal dialog based on the refusal of all sides from violence and fully supported that course.
