MOSCOW, January 12 (Itar-Tass) —Sergei Naryshkin, Speaker of the State Duma lower house of the Russian parliament, will sign an instruction on January 13 appointing Dzhakhan Pollyeva, Assistant to the President of the Russian Federation to head the House staff. "I shall sign an instruction to this effect tomorrow (Friday)," Naryshkin confirmed in a talk to journalists here on Thursday after a Duma Council meeting.
