MOSCOW, December 15 (Itar-Tass) — President Dmitry Medvedev has signed a decree appointing Mikhail Babich a plenipotentiary representative of the Russian president to the Volga Federal District, the Kremlin press service said Thursday.

In a separate decree Medvedev relieved Grigory Rapota of the duties of a plenipotentiary representative of the Russian president to the Volga Federal District in connection with his transfer to another job.
